For karate tournaments do competitors usually wear heavyweight or lightweight uniforms?

That depends on what you are competing in. Usually, competitors wear a lightweight gi when they spar, because it keeps them cooler and it less likely to inhibit their movement or slow them down. If you are planning on competing in a forms/kata/poomse competition, then you would most likely want to wear a heavyweight gi, as it would make more noise from fast movements and slapping motions like swim-blocks, and noise will attract and keep the judges' attention, as well as making it seem as though you have even more power than you do. Also, I would wear a heavyweight gi for weapons, simply because it will provide a little more protection from accidentally hitting yourself.

A heavyweight gi won't really hamper you at all in sparring but it is a must for forms.
