William Powell Frith was a wonderful 19th century British artist. How I wish I could buy his work for a three figure sum.Your answerer - 'Guess who at Large' says it all and even surpasses his/her usual high standard.

Why don't you take it to Sotheby's or some other art auctioneer for valuation.
You can also take paintings into galleries who specialise in fine art of a type, who may be interested in making you an offer.
