God couldn't allow him to do so, because that would screw up God's plan, proving God fallable and therefore imperfect. But then if he doesn't give Satan the free will to do as he will, then this is not a benevolent God, but one who needs to coerce to have things play out the way he needs them to, meaning he is not all-powerful. Hmmm, interesting conundrum...;-)
PS. There's a wonderful series of comics that kinda posits the same question. Named, aptly enough, Lucifer, he gets tired of it all and opens a bar in Australia. Great comic. It's by DC, under their vertigo imprint. Read it - it's a nice, challenging story.

God's ways are better than our ways. He knows Satan is beyond repenting. Besides God is a lover of justicve. Satan will pay for all of the death, cruelty, and suffering he brough on mankind.
If it were possible for Satan to seek forgiveness, then God would not have told us what will happen to him. In fact, mankinds whole hope of living in a world full of peace has everything to do with Satan's, and everyone that follows his selfish ways, destruction.

In ancient Jewish tradition Satan is simply an angel doing the work that God assigned to Satan to do.
The word Satan means challenger. With the idea of Satan challenging us, or tempting if you will. This description sees Satan as the angel who is the embodiment of man's challenges. This idea of Satan works closely with God as an integral part of Gods plan for us. His job is to make choosing good over evil enough of a challenge so that it becomes clear to us that there can be only one meaningful or logical choice.
Contrast this to Christianity, which sees Satan as God's opponent. In Jewish thought, the idea that there exists anything capable of setting itself up as God's opponent would be considered polytheistic or setting up the devil to be an equally powerful polarity to god or a demigod.
Oddly, proof for The Christian satan/devil mythology is supposedly found in the ancient Jewish texts that were borrowed to create the bible. One can’t help but wonder how Christians came up with such a fantastically different interpretation of Gods assistant Satan in their theology.
Other hints about Satan’s role in human relations can be seen if you look at the name Lucifer. It’s meaning in the original tongue translates as Light bearer or light bringer. Essentially the bringer of enlightenment. The temptations of the Satan idea bring all of us eventually into Gods light. Hardly the Evil entity of Christian mythology.

In my opinion, Satan is already "straight". God seems to be the tyrant that demands blood sacrifices for "sins" that are in our very nature as human beings, which he knew when he supposedly created us. Satan has never done anything to directly hurt mankind, if he existed, he would only be trying to help us become more aware of the Hitler in the sky.

satan reformed you mean? like a changed demon, back into an angel? do you think it is possible to be banished from heaven and plot to overtake heaven and God and still have a chance at "changing"?
satan has tried to foil God's plans ever since he was cast from heaven, his is a personal vendetta against God and he cares nothing for us, if he started helping people there would be hidden motives

This was his plan all along, except he wanted to take credit for all his doing and forget to claim God as the prime executor of this "goodness," movement. Satan wanted to take the God role and basically force us to be good and obedient, we'd be compelled to be good out of instruction rather than out of our own conscience.
What he's doing now, is what he considers "helping," others to help himself.
