that is a very complex question;
best for one person/family. may not be the same for another. Where do you want to travel to? do you like really excellent entertainment on ship, excellent 6 star chef prepared food service, ? do you like excursions in ports>? are you willing to spend extra for these things?
it all Depends on YOU and what experience you want. I would go to cruisecritic.com and spend a little time looking at options, listen to peoples experience. then making some choices about your cruise vacation. good luck.

If you prefer to be pampered, looking at luxury, largest suites on the ocean, preferred byn readers of the Conde Nest Traveler- Celebrity Cruises. The food is impeccable, 2-1 guest to staff ratio, Fantastic itineraries, beautiful ships. Now if you want butler service and have an interior stateroom, go on Azamara Cruises, part of the Celebrity Cruise family. The ships are smaller, offer butler service for any type of stateroom, whether interior, ocean-view, balcony, or suite. Now if you have a family-Royal Caribbean International. They feature the award winning Adventure Ocean program for young adults from 3-17 years of age. Have the largest ships in the world.

This is kind of like asking what is the best car.

You need to be more specific. Best cruise line for what?

Kids - Disney, Carnival, Royal Caribbean and NCL.
Luxury - Seabourn, Silversea and Regent.
Activities - Carnival, Royal Caribbean and NCL.
Mixture of activities & luxury - HAL, Celebrity & Princess.
Sight seeing - one of the expedition cruise lines.

What is best depends on what you are looking for. No cruise line is best at all things, just like no car is best at all things.

It depends what you are looking for. If you have children, I suggest going on the "Fun Ships" of Carnival. I'm an adult, and I love Carnival Cruises because there is always something going on and it's never boring. I've also heard that Royal Carri bean is nice as well. Both give discounts for returning customers (including free upgrades).

If you are looking for a more adult cruise with few children then pick Princess or Celebrity. Good Luck!
