Per AR 670-1: Para 1-7a = Soldiers may wear religious apparel, articles, or jewelry with the uniform, to include the physical fitness uniform, if they are neat, conservative, and discreet. "Neat conservative, and discreet" is defined as meeting the uniform criteria of this regulation. In other words, when religious jewelry is worn, the uniform must meet the same standards of wear as if the religious jewelry were not worn. For example, a religious item worn on a chain may not be visible when worn with the utility, service, dress, or mess uniforms. When worn with the physical fitness uniform, the item should be no more visible than identification (ID) tags would be in the same uniform. The width of chains worn with religious items should be approximately the same size as the width of the ID tag chain.

As long as it is neat, conservative, and discreet. Basically that means if it is a basic chain with a cross there would be no problems. The chain size should be the same as his ID tags (remember conservative). The chain CAN be showing around his neck tucked into his shirt but no more than a set of ID tags.
All of this is outlined in paragraph 1-7b of the link I provided. Army Regulation 670-1 Wear and Appearance of Army Uniforms and Insignia. The exception would be for health, safety, or mission requirements. I.E. conditions that would cause him to remove all devices from around his neck.

as long as it's not flashy (or reflecting light) and it's baring a religious symbol. If it's just a necklace, then no. But it it's a cross, then yes.
It must be out of sight while wearing in in uniform.

He's allowed to wear it with his uniform but it can't be showing meaning it has to be tucked away in his shirt at all times just like his dog tags

Yes, you can have a simple necklace with a SINGLE pendant or charm (non offensive) in addition to your dog-tags.
The chain and medal may NOT show above the undershirt.
I wore MY religious medal ON my ID chain, along with my wedding ring when I was flying. It is NOT safe to wear rings while flying or working around heavy machinery.

Only in dress uniform. Earrings are not authorized in work or combat uniforms in the U.S. Army. The woman you saw must have been Air Force or Navy. We don't wear BDUs anymore.
