A standing military is necessary nowadays. And it's completely fine and Constitutional as long as the military does NOT do anything to American citizens, that'd include enforcing anything or even securing zones from national disasters. No, it is not possible to have a defense at all without a military. A real defense stops the enemy before they make it to the beach, not when they walk in your door.

It depends on what the reference is. I could mean, Information, Tickets and Recreation for the Morale Welfare and Recreation program on bases.
