We usually do the blowing after the song. It's like doing the final act in a stage play. The whole scene will appear more dramatic when the candles are still glowing and glaring before your eyes while people around are clapping and singing in anticipation for the climactic part.

You can blow candles out and sing before, during or after occasion. Enjoy the occasion. None of the three are incorrect

I think traditionally, You blow the candles out at the end, then cut the cake! That's how our family does it
