John presents two witnesses that give the fruit of the gospel and provide the light (“the candlesticks”) by which the proper works are determined. In other words, they are witnesses of each other and the words of Christ. These are the Holy Scriptures, or the written words of chosen prophets of God given to witness what God would have the people do.
These “two witnesses” (“two olive trees/two candlesticks”) are received as the Holy Word of God as contained in the scriptures, both those written in the Eastern Hemisphere (which include, but are not limited to the Bible), and those in the Western Hemisphere.
Although unbeknownst to the rest of the people in his time, John knew that the physical earth consisted of two separate landmasses, modernly referred to as the Western and Eastern Hemispheres.
So, the 2 witnesses are the scriptures that have been written by prophets in the 2 Hemispheres, even though organized religions have corrupted the words of Christ, and therefore do not understand the true meaning of his gospel.

Most theologians say the it is talking about either Moses and Elijah or Moses or Elijah and possibly Enoch although the first opinion is the favored one because the miracles are consistent with Moses and Elijah and because Moses and Elijah appeared on the Mount of Transfiguration and because the original Elijah is supposed to come again before Jesus returns the second time. Enoch and Elijah come from the fact that these two were both taken up to Heaven before they died.

The two witnesses are an allegory pointing to the institutional church (wheat & tares) of the new testament. God often uses the number 2 to signify the going forth of the gospel in parabolic language, we see this in Luke 10 when the disciples were sent out in 2's, amnong other places. Now carefully compare:
"And I will give power unto my two witnesses, and they shall prophesy a thousand two hundred and threescore days, clothed in sackcloth.
These are the two olive trees, and the two candlesticks standing before the God of the earth." - Revelation 11:3,4.
The two witnesses are called "candlesticks" the same word John in Revelation had earlier used to describe the churches:
"The mystery of the seven stars which thou sawest in my right hand, and the seven golden candlesticks. The seven stars are the angels of the seven churches: and the seven candlesticks which thou sawest are the seven churches." - Revelation 1:20.
"Unto the angel of the church of Ephesus write; These things saith he that holdeth the seven stars in his right hand, who walketh in the midst of the seven golden candlesticks;" - Revelation 2:1.

1I was given a reed like a measuring rod and was told, "Go and measure the temple of God and the altar, and count the worshipers there. 2But exclude the outer court; do not measure it, because it has been given to the Gentiles. 11But after the three and a half days a breath of life from God entered them, and they stood on their feet, and terror struck those who saw them. 12Then they heard a loud voice from heaven saying to them, "Come up here." And they went up to heaven in a cloud, while their enemies looked on.
13At that very hour there was a severe earthquake and a tenth of the city collapsed. Seven thousand people were killed in the earthquake, and the survivors were terrified and gave glory to the God of heaven.
14The second woe has passed; the third woe is coming soon.
The Seventh Trumpet
15The seventh angel sounded his trumpet, and there were loud voices in heaven, which said:
"The kingdom of the world has become the kingdom of our Lord and of his Christ,
and he will reign for ever and ever." 16And the twenty-four elders, who were seated on their thrones before God, fell on their faces and worshiped God, 17saying:
"We give thanks to you, Lord God Almighty,

because you have taken your great power
and have begun to reign.
18The nations were angry; and your wrath has come.
The time has come for judging the dead,
and for rewarding your servants the prophets
and your saints and those who reverence your name,

19Then God's temple in heaven was opened, and within his temple was seen the ark of his covenant. And there came flashes of lightning, rumblings, peals of thunder, an earthquake and a great hailstorm.
