Consumers allow market forces to sway toward conservation.

For instance, there would not be a market for a Prius if it weren't for the rich, white, self-serving environmentalist to buy one. Did you know that the Honda Civic hybrid sells much less than the Prius? consumer surveys have indicated that the Prius sells because "it looks like an environmental friendly car". the Honda hybrid doesn't look any different than the non-hybrid.

Government enacts laws based on reactions to consumer sentiment. When DDT was the rage, the governments of the world banned it.

When everybody was afraid of a nuclear meltdown, governments quit funding the construction of nuclear power plants.

Do you know, that if we had built nuclear plants in lieu of coal/gas burning plants, there would be tons less carbon emissions? Now that carbon is the reactionary catchword, nuclear plants are in vogue again.

Government cares about the environment because sloppy environmental policy gets animals and people sick or killed.
