is it essential to show your birth certificate or are there any other documents you can show (to get married in a registry office) ?

Birth certificate or passport, decree absolute (if divorced), a bill in your name at your current address. These are to prove that you are a UK citizen, can legally marry and live in the area yu wish to marry.
If he is on indefinate leave he will have some form of documentation to prove this from the home office, otherwise he wouldnt even be able to work in UK.
Have you phoned you registry office to fond out?

You have to call the office which handles marriage registry to find out. There is not one rule that every office follows. But, passports are often accepted.

What area do you want to get married in?
Link below to information for my home-town of Manchester.
Presumably it will be the same wherever you wish to wed, but contact the local council who will let you know!
Edit - another link for you to general register office for whole of UK. This should help you!
And congratulations!!

How is it he can't get one. I just sent $20 to the registrar of the state I was born in and they sent me a certified copy I can't get a passport or register a vehicle in the US without a certified copy since 911. Maybe he just doesn't want you to know he's 65 and his middle name is Felicity.

This is the official register office website - I used it before getting married to check out getting married abroad, but obviously it also has all the info you need about getting married in this country and what to do if one party isn't British. http://www.gro.gov.uk/gro/content/marriages/

yes it is essential, & I dont care what he says or whatever country he is from. A copy of his birth certificte is available from the correct authorities in his country, unless he is either on there wanted list or married, or unaware of his date of birth.
so which one is it ?

he needs to take his passport and his documents to prove that he is allowed to stay in the country. you will both need to take ID and proof of your address, this can be driving licence, council tax bill, bank statement, or other utility bill.
if in doubt you can always phone the register office and they will tell you what to take.
