When TKD first started setting up franchises we actually called it "Korean Aerobics". In my opinion TKD is the most generic form of martial arts, but it is excellent for cardio.
I have tried Tae Bo, and it is an excellent workout. Billy might have developed it as a more lucrative all around fitness program, but every martial art teaches repetitions, and you have plenty in his program. Tae Bo also includes elbows and knees which would be a great prep for Thai Boxing if you decided to go that way later.
No joke: If I were limited to only those two choices I would choose the Tae Bo.

Tae Bo is a form of exercise that was created by Billy Blanks who was a great martial artist and nationally ranked competitor who now lives in California. TKD is a real martial art so if you are asking from a self defense stand point or competition stand point TKD is better. Tae Bo may give you some basic ideas, concepts, and skills but is not adequate for self-defense or if you are interested in competing.

Tae Kwon Do is better than TaeBo in that it teaches self-defense, builds confidence, develops discipline, enhances self esteem, it strengthen your mind and body and you can do moving meditation as you practice patterns that sharpens your focus and concentration.

To do what? You are comparing a martial sport with an aerobic program.
Hence if you want a martial sport = TKD
if you want some exercise that uses some 'fighting' movements = TaeBo
If you compare which is the better fighting/martial art, then you are not comparing apple to apple
