My friend is British and owns property there, but is not a resident. He has found the DVLC Website and is intending to apply online, but would first like to clarify the above question. Thanks for your help.

DVLA cannot issue a licence to a non uk resident - however if the driver has an address in the UK that is on the licence then DVLA does not need to know they no longer live here - DVLA do not ask for proof of address when applying for a licence :-)

Why not email the DVLC - explain the situation and ask them for the solution.

They are the people who make the rules and only they can tell you the definitive answer.

if you do not reside in the uk for at 6 months of the year you are not entitled to hold a uk driving licence that goes for people living whithin the eu also. i live in spain and tryed to renew my uk licence and was told i had to get a spanish one.
