An image is made up of pixels in a rectangular grid. Each pixels has a color. If the number of rows and the number of columns of the picture are both odd ( not divisible by 2 ) , and the width and height are both smaller than the desired height / width by Yahoo, Yahoo will stretch the image. with odd row and column, you will notice the 7 , you are asking for.
update:
why weird ? this is just the scientific explanation. but if you prefer to read that it is lightening on the image .. believe what you want .

i'm guessing it's either supposed to look like lightning or a crack in the ''photo.'' i don't know though.
