I lived in a place of spleder for 25 years and had to move the synagogue where I now live needs a tremendous investment

You're going to have to find some local Jews to help you. The other option is to speak to the local Jewish organisations. In teh USA the OU may be able to help with the financing of moving a shul, or they should know to whom you can speak. In the UK you would speak to the Board of Deputies, the same in South Africa. Without knowing exactly where you are- I can't get too specific. If you are in an exotic location- probably your best bet is to speak to Chabad, since they try to make sure that there are shuls whereever there are Jews.

All this assumes you are Orthodox- if you aren't, I have no idea what structures exist to help.
