..During a parade? We have the U.S., State and the scout flag.

Lamstitch is almost correct
but you dont have to dip the other flags whilst their in a moving parade they can all remain in an upright position
of course when US flag is being honored(such as during the Star Spangled Banner the other two flags would be dipped

are you carrying the 3 flags at the front of the parade in a line??
if you are then the US flag goes on its own right - that is the marching right
then the other two flags could be either way round but i would suggest the state flag to the left and the scout flag in the middle- just because during a parade situation the left and right flags will probably be seen more easily- especially if another float/ group are right ahead of yours

American flag first and raised slightly higher than the other two flags, which are slightly dipped. Or American Flag centered between the other two, again the American flag higher:

"That the flag, when carried in a procession with another flag, or flags, should be either on the marching right; that is, the flag's own right, or, if there is a line of other flags, in front of the center of that line."

I had a boss who was a former marine. We had three flags we were to take care of. Every time they had to come down, it was always the Canadian flag first, the state flag next, with the American flag always last to come down.

And always the other way when raising them. The American flag was always on the highest pole (which was kinda a pain, because the crank was rusted)

Always show respect towards the flags...

You never know who died for them...
