He did. 'Nations,' and western 'civilization' didn't come about until after the Bible was in wide circulation (the word 'nation' is not synonumous with 'people,' 'tribe,' or 'empire').
Note however, that I don't subscribe to your assumption, "the Bible is the foundation of all civilization." That wasn't what it was meant to be, although it did give western civilizations somewhat of an edge by helping improve their societies. The Bible was written (complete Bible, not just the Old Testament) primarily for the individual, not the nation.

The assumption in your question is wrong . There was civilization and other important writings ,long before the Bible came along . It was important in a relatively small geographical area . (Look at globe . For all the trouble it causes, that section of the world is quite small) If any one thing is the "foundation of civilization ", it's probably Hammurabi's Code .

Because Dearie, His intention was to tell Adam what He needed him to know and then Adam hand it down generation to generation word of mouth.
Why she says because before man turned away from God to immorality and eating of flesh, ( yes Adam's progeny )he had charge, had they not, civilization would have remained on a balance keel.
To Wit: God Inspired the Bible by inspiring the writers with Divine sight. It's man's guide book God laid the rules down simply and honestly. One God One Book!

He did at one point in time. But the people were ignorant then as they are now. They tried to build a tower to Heaven and God destroyed it and separated the languages and the people. Read it in Genesis 11:1-9

I was not aware that God wrote the Bible. In the time the scriptures were supposed to have been written, there were no publishers. The Bible is that of opinion of scribes; many were hundreds of years after the so called "facts".

Well since it was the foundation of all civilization and there were only 2 people and when there wre only the 2 people there was no such thing as the bible...kind of hard.
The bible was put together by a Pope in the 4th-6th century....before that it was just "the book of Matthew" and "the book of revelation".
