the jobs, as far as enforcing the law go, are very similar, most police officers, are hired by a police & fire commision, which answers to the mayor. A Sheriff, is an elected official, who can appoint his deputies. Sheriffs deputies, serve more summons, and subpoenas than the city police, and are usually responsible for a larger patrol area, usually within a county, rather within a city.

The sherriff is over the county. The police are over municipalities and the constable is a want-a-be who works for free and is over unincorporated townships. that's how it works in Arkansas.
