The police are usually the officers of law of a city with a military type ranking system.
The sheriff and deputies are the officers of law of a county and usually have titles like Senior Deputy, Deputy.
Constables are officers of the court and are involved in service warrants, etc.

A Police Officer patrols in the city and a sheriff depauty works in the county.A Constable is similar to a sheriff deputy.

A Sheriff, is an elected official, who can appoint his deputies. Sheriffs deputies, serve more summons, and subpoenas than the city police, and are usually responsible for a larger patrol area, usually within a county, rather within a city.

The sherriff is over the county. The police are over municipalities and the constable is a want-a-be who works for free and is over unincorporated townships. that's how it works in Arkansas.
