How do I get the indian Card to not pay for college or taxs?

I am over 70% indian and have no Idea how to obtain that card I need to pay for my schooling and never pay taxes. Anything would help alot thanks in advance

Where do you get the idea that having an Indian card gets you off the hook for taxes??
