Basically I'm learning Portuguese and I'm trying to decided if I should study aboard in Brazil or Portugal. I'm sure I'd have an amazing time in either country, but I'm curious to know if Brazilians can understand people from Portugal and vice versa.

Not exactly...

When most brazillian immigrants arrive in Portugal they have a very hard time understanding things spoken and written in portuguese, trust me because I deal with them every day.
Moreover, portuguese films have to be subtitled in Brazil so that brazillians can understand them.
The thing is that Portugal and the portuguese remain relatively unknown and strangers in Brazil.
The other way around is very different, any portuguese can understand a brazillian perfectly because our television shows brazillian soap operas for more than 30 years, we got accustomed to brazillian portuguese, whereas brazillians never had contact with portuguese.

They have different slang and jokes. European Portuguese is pronounced more like European Spanish.

I served a 2-year mission in Brazil and I can communicate with someone who served a 2-year mission in Portugal.

Yes, we can understand each other. The accent is quite different, some words have diffrerent meaning, but we can understand each other.

I think you should study in Brazil.

they can understand each other! no doubt,ok?! i can say that cz my own experience! i talk to the both and there is no problem!
dont worry about which portuguese to learn! just learn one of them and u ll enjoy this great language in "any" country!

(eles podem entender um ao outro! sem dúvida, ok?! eu posso dizer isso devido a minha própria experiência! eu converso com ambos e não há problema algum!
não se preocupe com relação a qual português aprender! simplesmente aprendaum deles e você aproveitará esta grandiosa língua em "qualquer" país!)

Its kind of the same thing for the UK and US. Theres different pronounciations/accents and some words might not mean the same but there is no big difference..

yes they will understand each other perfectly..... just like american and canadian,french and canadian,spanish and argentinian.....or french and belgian...although the language might sound different, they all understand each other.
