Basically it depends on how much damage the port sustained. After cozumel was hit by Wilma it was a few months before they could even let any ships in due to the damage to the docks and the town. Then when they did let them in they had to anchor and tender the passengers in.

October while still in hurricane season is the tail end of hurricane season, traditionally it is a quiet month although it is possible that a late season storm could roll through. Alaska is out unless you're looking at the first week or so of Alaska. Alaska season really ends in September but one or two ships my have one last sailing out of Alaska in October. Your other option is a Med cruise- there should be a few options in the Med in October. Other than that Hawai'i, Mexico, and the Caribbean (including the Bahamas) all have the potential of getting hit by a late season storm but the odds are on the low side...

It depends on how much damage there is to the docking area, and to the island.
Cruise ships always have alternative ports they can go to in emergencies. If there is too much damage, they will simply take you to another port and dock there.

Yes , if still in fair condition they probably would use their usual port-even after a storm like that. Call the cruise lines and ask them about their policy.

Well after the hurricane last year. We went to Cancun. The area was so torn apart. Resorts broken and closed. Trees still ripped outta the ground. Coral reef torn apart no scuba or snorkelling.
So It will be ok on the cruise ship. But depending on how bad it got hit, some area wont look so pretty. But If they are taking you to these destination I am sure that they cleaned it up enoug for tourism.
These countries LIVE OFF tourism, so that id priority!!! Im sure they would make it decent enough for your trip.

^ All I can tell you is this: when I took my cruise a couple of years ago, our ship was rerouted because of the weather, but it's not written in stone, usually the captain makes the final decision. Good luck, have a safe and enjoyable trip.
