is the neighborhood near church and flatbush near prospect park a bad area?

They are going to build up Flatbush and Atlantic, making it more upscale. Besides a sports arena, they want to build a mall, and two high rise apartment towers. In 10 years, it's going to be an upscale neighborhood like Park Slope is today. There are so many ways to commute into Manhattan from Prospect Park. Today, it's not the greatest neighborhood, but it will change.

No its not that area is Prospect Park South near Propsect Lefferts Gardens.....Working class neighborhood alot of Caribbean influence....
