does it prevent bacteria?
because a few days ago, i didnt wash my rice, i just put it in the pot and the next day it smelled kinda yucky like it turned bad
whenever my mom makes rice, she always washes it and it never turns bad that easy.

We wash rice to clean it of any preservative coating that has been applied. It used to be common practice to use talc for this purpose and since talc isn't something you would want to ingest in large quantities, a good washing was recommended.

These days the vast majority of rice is coated with glucose, which is safe for humans. If you look on your bag of rice, it will say what it is coated with and whether or not it needs to be washed.

Rinsing it off doesn't just remove extra starch, but also removes dust it may have accumulate during storage... and that dust can contain mild and mildew, which probably made your turn.
Just keep mixing and rinsing until the water comes off clean. it doesn't have to be perfect.
