Generally, you MUST have either a learner's permit or an official driver's license in order to operate a motor vehicle legally.
However, it would appear that your driving instructor was correct. According to the Connecticut DMV Driver's Manual (October 2005 edition):
"[A] person 18 years of age or older can practice driving without a learner’s permit as long as they have not been previously suspended. However, they must be under the instruction of a commercial driving school instructor, secondary school instructor or a person 20 years of age or older who has held a license (which has not been suspended) for four or more years prior to training. Training certificates are not required for applicants who are 18 years of age and older" (page 10).

Check with the DMV to make sure this rule still applies for 2007.

No, you can't drive without a paper permit, AND a licensed driver, OR a drivers license.
Ask your driving school instructor to put it in writing. He won't. Either you misunderstood, or he's wrong.

If you have a driving school instructor, then you have a learner's permit, so you should be allowed to drive with an adult. Tell your instructor to talk to your mom.

There's a misunderstanding somewhere.
Most places, you need a permit to learn to drive under supervision.
Not from Ct. but I wouldn't believe what you said.
