If someone is calling from his cellphone(wireless) to any other phone(landline or wireless), could that call be intercepted, listened, by a third party, for example, a frauder? Can the government, RCMP, FBI or CIA monitor our phone calls?

OF COURSE THEY CAN! Seriously, this are no secrets when it comes to any type of broadcast... unless you speak Navajo or something.
