Zinsser makes some stuff called Covers Up for spot covering ceiling stains. It is in a spray can with a nozzle that sprays vertically. If you are lucky the color will match your ceiling paint color and you won't have to do anything else. Otherwise, you will need to touch up the ceiling paint after you prime over the red smears.
Kilz has a similar spray primer called Upshot.

your ceiling is a flat paint and if its new paint on ceiling , which i meen its not too old to recover just repaint whats been covered

You might try using KILZ a primer that covers about everything before you repaint the area. Good luck.
