I always used to say "It's snowing in Hawaii." or "over the rainbow."
? What do these mean? And what do YOU say?

I think those are not rude at all, there quite humorous. But also there being polite not to the point of rudeness.

I say, I've shown my bra in public before but never again!
I had a woman come up to me and say, Hey, did you steal that bra from Victoria's Secret closet? Cause, Bunni, I'd sure like a comfy stretch nylon bra like that one to fit around my huge ta ta's!"

Turns out he was a crossdresser and a male.

I learned my lesson.

I don't think in this day and age what people wear is my business. If I know her, and if I know its an accident and that she would care, I'll point it out to her so that no one else hears. I never actually have done this, because no girl I know would care.

I don't think it's classy, but I don't care if someone is showing or not.

Phrases are completely rude unless they've slipped into general vocabulary, like "xyz". Even then, they're kind of crass.

If I know it wasnt meant to be shown, I will be kind enough and let her know that it is showing. I like when people tell me that my bra is showing, or if my g-string is showing (I hate that), or if I have something up my nose. I would hate to walk around any further showing this stuff off.
P.S. I never heard that expression before.

When I was in high school my mother taught me a rule: If a girl is showing it to you, she wants you to see it.

That thought may not be true, but it has kept me from blurting out many awkward comments. In the case you cite, I would just ignore the "offending" clothing.

I guess I assumed that she paid more for that than she did her blouse and wants to show it off. Would you say something to a chick in a bikini? Of course not, and that top reveals more. If you've got 'em, flaunt 'em.

Um. I don't use a cute phrase. I mean, she may be embarrassed, and i'm not sure why making a joking statement that she may not understand will help. Just tell her softly and kindly.

These days nobody says anything because, I don't know how it happened, but somehow it began to be considered appropriate. I would be reluctant to say anything so as not to look intrusive.

I don't use euphemisms; I just say "your bra is showing."
