C. The King's privy council.

The appointed Governor of Virginia was appointed by the King and, while acting in the belief that this is the King's wish, the King has final say.

Popular election? It's not a democracy. It's a royal colony. It belongs to the crown.

The CoE answers to the King, not the other way around. This is why Henry VIII through out the Catholic Church and brought in the Episciples. He would not bow to the Pope.
