Venue is charging a 20% service fee on all food, beverage, and the fixed site fee. I thought it should only apply to cost of food and beverage, and the site fee should not have gratuity applied...

Gratuity should only cover the base price of something. Added surcharges and taxes are not taken into consideration.

. You lost me on the 'fixed-fee' thing. That must be UK talk?
So suppose you had a dinner for $50, oops, make that 50 pounds. Would a fixed-fee be like 5#? So that 5 is only 10% of the full price of 50. So if you gave a gratuity of 20%, that fixed-fee would only add on ONE pound!
You're concerned about THAT? hhmm. better stay home.

The venue was $2,500 and the food and open bar was $65 per person. Actually at a buffet dinner the food is kept warmer and fresher than a plated one because it's not all cooked and plated ahead of time and allowed to sit. As a guest I prefer them because you can choose to sample and eat what you like and not a fixed portion. For example, if you don't like the entree you can fill up on the starch or vegetables instead. I've been to some very formal weddings with buffets and it didn't look like a cattle call. The post below brought up a great point. Remember to add 20 to 27% to any numbers you are given for tax and tip.

I agree with you. Gratuity on the food and drink costs only.
