We read the question differently from Judy:

We assume that the question concerns the availability of a "personal exemption" to a student whose parents provide more than half the student's support (even though the student works full time) and who claim the student as a personal exemption on their return. Under these assumptions, the answer is "No, the student may not claim the personal exemption for him/herself."

If the student is working full time, it would be highly unlikely that the person would have no tax liability, since even if they're just making minimum wage they'd be way over the limit for owing taxes. So unless they have several dependents or very high itemized deductions or adjustments, unusual for students, no they could not claim exempt.
