first off i respect you for considering his feelings. that says a lot about your character. you should probably have him sit down and explain to him why you cant be together. dont play around, it just makes matters worse. (for the both of you)

you have a choice, have him leave you alone or not to hurt his feelings. Why are you so concerned about the feelings of some boy that is not the least bit concerned with your feelings? If he was he would leave you alone as you want him to do. Stop being so polite with people that do not deserve it. Come right out with it, Tell the creep to leave you alone. Hurt his feelings if necessary, tell a teacher or some adult if he continues because that would be harassment.

If he hasn't got the message so far then he is getting conflicting messages. It may be you giving them it may be his sense of things is twisted and he is just getting the messages. I imagine if you are a sweet and kind person that does not like hurting peoples feelings then you are the one giving conflicting messages. Some guys need it straight and you may have to be FIRM instead of RUED. Not talk with him, when he talks about going out, be clear he is not your type. Never seem indecisive, sound sure that you don't want him. Tell him you don't like his persistence and you are not interested. If you are too nice then write a very clear letter

Tell him why you want him to leave you alone, some people just need an explanation, and until you give it to him he will probably continue bothering you. Dont be rude or arrogant about it though, just be honest and very detailed.

Well i had the same problem and i told him that i had a boyfriends that was out of town and was coming in a few days and sometime i would act like i was talking on the phone with him and a few days later i saw him with another girl

Tell him that you have a boyfriend, or that you could always use a friend but honestly are not interested in a relationship right now you have too much going on .
Being honest is the best, but you can say it nicely:)

give him 'the friendship' talk. tell him you just dont have feelings for him as more than a friend. lay down the law or else he wont stop.

talk to him. let him know that you would like to have a friendship with him, but nothing more than that because you value your friendship and that you dont want to ruin it by dating. good luck! and seriously guys she wants decent answers that can help, not stupid answers that you think make you look cool.

You have to be honest. It will hurt no matter how you do it. Tell him you are not interested in him the way he wants you to be and to Please move on with his other interests.
