Is this a wise decision for the Social Security Administration?

1) Poor people take more out of social security than they put into it.
2) With the immigration reform bill (not the totalization agreement) , foreigners would no longer be allowed to bring over their parents.
3) Because of Clinton, elderly people that legally immigrate here are automatically entitled to Social Security, Medicaid, Food Stamps, and subsidized housing (in most states). Those that are not old enough to collect S.S.I. are entitled to welfare.
4) Historically and legally, who ever "sponsored" a relative to immigrate to the U.S. was legally responsible for paying for their medical bills, housing, and food. That responsibility was handed over to U.S. taxpayers by Bill Clinton. That costs U.S. taxpayers hundreds of billions yearly.

Not a good idea, especially seeing as how illegal immigrants will be included in the agreement and the terms are different for Mexico than they are for our own people, it would be the final nail in the coffin of social security.

Given that the GAO report indicates that the costs of this program are uncertain at best, I'd have to say No.

Social(ist) Security, itself, is a disasterous mistake that has been slowly destroying America, but, if you're going to have such a system, and other countries have similar systems, and workers move among several such countries throughout thier careers, then, yes, 'Totalization' makes a bit of sense.
