If your cat really didn't drink water your cat would be dead by now.
Cats usually don't run up to their water dishes and drain them in several gulps like dogs do. Some cats don't even drink out of their water dishes - many cats wait until their owners to shower and then lick the leftover water droplets or find a leaky faucet. Cats prefer running water over the standing water found in a water dish, and who wouldn't? Would you rather drink from a stagnant pond or find a nice running brook to quench your thirst in? Because of this, there are several cat fountains on the market. I have two Drinkwell Pet Fountains in my house and my cats drink the majority of their water from them. It's also important to note that cats who eat canned food or raw meat diets consume significantly less water than cats on kibble.

A lot of cats tend to take a sip every once in a while all throughout the day. This is opposite of dogs who tend to drink the bowl and then go back and do it agan twenty minutes later. Also if your cat is short haired, many times they tend not to drink as much as a long haired. Has to do with cleaning and how dry their mouths get.
Also someone mentioned food. If she only eats canned food then the moisture will cause her to want water less. Also, a diet of only canned food is bad for the mouth. Make sure to include dry food and dry kitty treats everyday for kitty so her teath will stay clean and strong.
Another possibility is she may be getting her water from elsewhere. Cats are fascinated by water, they just don't like to be in it. She may be drinking from plants, the sink, the toliet, or outside puddles. That's just how kitties are, strange but true.
You will begin to tell when they are dehydrated by how they are acting. A lot of times they will open their mouths or stick out their tongues for long periods of time. If she hasn't eaten anything moist and is doing this take her to the vet. In the meantime begin giving her water by force. You don't have to choke baby but introduce a few sips every hour. It means having to hold her little mouth open and if she's sick she won't like the idea but it's better to keep water in her.

Vet told me that cats prefer COLD water. Try filling up the water bowl with ice cubes. It takes awhile for them to melt and the water stays cold. Some cats enjoy licking the ice cubes or they can drink the water as it melts. Try it anyway, it worked for my cat who it seemed never drank water. If this doesn't help, the vet said to try distilled water . It's excellent for cats and I only paid .69 a gallon for it.

Some cats don't like tap water, have you tried filtered? I also leave a couple of bowel of water out and change them every morning.

What kind of food do you feed it? If your cat eats canned food it wont need as much water because its 80% water, but if you feed it dry food, it should drink more water.
Check your cat for dehydration by pulling the skin on the back of its neck. If it goes back down after you let go, its fine. But if the skin feels stiff, you might want to take it to the vet.
But he probably does drink water, either when your not around or you dont notice :)

Also, make sure to change your cat's water frequently, sometimes they won't drink stale water.

how do you know she doesn't? is her water bowl always full as if she hasn't touched it? could she be drinking out of the toilet or in the shower after you get out?
