how do I fix this computer problem?

I'm trying to run an exe file and am getting the following Error Starting Program message: "The ARTRAGEFREE.EXE file is linked to missing export USER32.DLL:UpdateLayeredWindow."

How do I fix this?

I've tried downloading it again a ton of times. It didn't work 4 that program and it never does 4 any other that I've tried. :(

In order to install any program you must have the exe file. Try downloading again if that is where you obtained the file.
