You have an obligation to do everything you can to find his owners. Contact your local humane society, spca and dog control & report the found dog. That way if the owners don't contact you and you are attached you can probably keep him if you want him without being legally wrong. I would take him to the vet and get him checked out. Sometimes dogs can be timid and not have been abused. If he was lost or has been through an ordeal he might not be recovered yet. If the vet suspects he was abused and the owners come forward you might be able to file cruelty charges and have the dog taken from them. I wish you the best of luck with this situation.

Did the dog have a tag on? If so, you need to contact that owner asap. I once found a dog with only his rabies tag on, which only has the vet's phone number and the rabies ID number. I called the vet, gave them the ID number, and they identified the dog and his owner through that.
If the dog does have a tag, you need to look into finding his owner. Just cause someone doesn't "seem" to be looking for them doesn't mean squat. They could be worried sick for all you know. And just because a dog seems skiddish around you doesn't mean he was beaten either - maybe he's just a wuss.
On the other hand, if there is not tag, go for it. Just be prepared for some expensive vet bills.

If you can't find owners in a reasonable amount of time, and you want to keep the dog, I don't see any problem with that.
You'll need to take him to a veterinarian for a checkup and vaccinations, and if he's not neutered yet, you will want to do that.
Often, abused animals come around with lots of love, care, and affection. Consider doing some training classes. Knowing what you expect and being able to follow commands gives a dog a sense of security and belonging.
If you don't want to, or can't keep him, and the owners still aren't turning up, find a no-kill shelter or a rescue in your area that can take him. Good luck!

Also report it to the animal shelter, someone might be looking for it that way. Also you can check newspaper adds, someone might have placed a lost dog add If after a reasonable time, nobody claims him you can keep him or find him a home. We had a dog that showed up and ran adds in the paper, you wouldn't believe how many people wanted the dog if it wasn't claimed.

If they haven't answered the ad in a week or so, you get to keep him! Assuming he doesn't have any I.D. tags or anything that say his owners' address or phone number, you have done everything you can to find them. If you bring him to a shelter, they'll basically do the same thing you've been doing for a few days or so, and then they'll just adopt him out to someone else or put him down, so I think it is best that you keep him. Congrats! You have a dog!

All you can do is just wait and see if they claim him. You did the right thing putting an ad up... also they usually will do a free posting in your local newspaper for the dog since you found him... check into it and good luck either way!

If his owners aren't responding to the ads he is not a lost dog he is abandoned. Thank god he found you to love him, If it was my dog and I lost him, I would be checking the paper every day.

well the best thing to do is see if anyone in your town has a lost dog don't get attached to it if its owner comes it will be hard to give him back

Did you put fliers up around town? After a few days/week of no response, if the dog isn't microchipped and has no tags, he's yours.
Take him to the vet to make sure he's not chipped, then have him chipped to you. Love him and care for him. Good luck!

You don't say how long you have had him, but if you put an ad in the paper with no response, and have checked for an ad from them - then I would say finders keepers.
