he wants a cut of the money i try to earn for my 4 kids... already been to court got a decree against me cant afford it. why does the gov. try to put me down so often...i work look after my kids still married but the gov. is still trying to hurt me

You'll have a job borrowing money from any reputable source if you say you can't afford to repay it. :o)
But, seriously, did you just want to have a rant or are you looking for some advice? You haven't given very much information about your circumstances so it's difficult to know whether to be sympathetic or not.
I assume that the money is legally due and is the correct amount as the details have been through the court. How did this liability build up? Did you earn money and deliberately not declare it? The wording of your question implies this but I could be totally wrong. I hope I am.
If the debt is due to you having the wrong tax deducted then you might not have been expected to realise this before you spent the money. You should negotiate a reasonable repayment plan as soon as possible.
I would suggest you go to the Dealing With Debt board given in the link and complete a statement of affairs. You will get good, impartial advice there and help with budgeting which will be useful in the future anyway.

Dude my dad got a £40.000 tax bill cos technically his medical practise is a business and is worth so much money or some **** but he never sees or gets the money or even touches it! That makes him as a doctor only earned £12.000 this year we haven't been able to afford anything me and my sister have both had to get jobs round school and well I'm at uni so I'm meant to have a job but you get the point but i can totally relate to you at the mo.
There is nothing much you can do about it because if you don't pay tax they are very harsh on you and send you to prison. I guess you could contact citizens advice beuro thats what i would do.

F*CK the government AND TAXES...they really do try and take you for all your worth becuase the money hungry assholes in America have gotten our country so much into debt that all they CAN do is steal our money... piece of sh!t government officials in their multi-million dollar homes....
