A mix ... The Smithsonian museums along the National Mall, The American Art Museum, Renwick, and National Portrait Gallery are free (except when an admission fee is charged for a special exhibition or IMAX film showings at the Air & Space or Natural History); the National Gallery of Art is free; some private museums (strongly) suggest donations (The National Building Museum, for example); most private museums always charge admission (Spy Museum or National Museum of Women in the Arts).
The Phillips Collection offers free admission Tuesday-Friday to its permanent collection but charges for special exhibitions (at all times) and on weekends.
EDIT: Sorry ... the Corcoran _does_ require a regular admission of $6.00 or $14.00 for special exhibitions. Members receive complementary free admission and the gallery offers reciprocal agreements on free admission with other U.S. art museum memberships.

All the museums that are part of the Smithsonian are free. The National Zoo (also part of the Smithsonian) is free.
There are some museums like the Spy Museum that are private owned and they cost money. Some of the private art museums also cost money to enter.

Most of the museums in the Smithsonian are free, unless things have changed and I haven't heard about it. Other places such as the Phillips Gallery do charge an entrance fee.

most of them are, there are only a couple that have a fee, and for some, such as the Washington Monument or the Spy Museum, you need to get tickets, you can;t just walk up and get in.

Most of them are free, but some you need to get advance tix such as The Holocaust in a weekend day if you go earlier in the morning you can get same day entries, they are free!
