this should answer many questions...
The baptism of the Holy Spirit is a new experience given to the New Testament church after Christ's death, resurrection, and ascension (John 7:39; 16:7). Just before Christ's ascension He promised the Spirit as a new, future experience to be received by His disciples while they tarried in Jerusalem (Luke 24:47-49; Acts 1:4-8). This promise was fulfilled on the Day of Pentecost (Acts 2:1-4, 33).
No one before Acts 2:1-4 received this experience. The new covenant is a "better covenant, which was established upon better promises" (Hebrews 8:6), one of which is the promise of the Holy Ghost. After Hebrews 11 lists many great men of faith in the Old Testament, it closes by stating that they had not received the promise: "And these all, having obtained a good report through faith, received not the promise: God having provided some better thing for us, that they without us should not be made perfect" (Hebrews 11:39-40).
The New Testament church continued to proclaim the baptism of the Holy Spirit as a promise and a command to all. Peter preached the promise on the Day of Pentecost with the support of all the apostles (Acts 2:38). Paul emphasized the need of the Spirit (Acts 19:1-6). He wrote, "But ye are not in the flesh, but in the Spirit, if so be that the Spirit of God dwell in you. Now if any man have not the Spirit of Christ, he is none of his" (Romans 8:9). Paul defined the kingdom of God as "righteousness, and peace, and joy in the Holy Ghost" (Romans 14:17).
The baptism of the Holy Spirit is the normal, basic New Testament experience with God. It is the birth of the Spirit. God has promised this experience to all who will believe Him and has commanded all to receive the Spirit. A person can receive the Spirit today by simply repenting of sin, having faith in God, and asking God for His gift. Once he receives the Holy Spirit, He will give him power to overcome sin and live a holy life. If a person lets he Spirit continually fill (control and guide) him, he will bear the fruit of the Spirit and truly live a Christ-like life.

Ask God to fill you with his Holy Spirit and impart all of the giftings that he has for you. 1 Cor 13-14. You can read the book of Acts. Alot of people do not believe in the baptism of the Holy Spirit. All I can say is this: You will never experience the full fledge power of God until you ask for it. You have knowledge of the electricity and now it's time to turn it on. Just ask for it.

Receiving the Holy Spirit is, in itself, a baptism.
Your question might well have included to whom does this happen?

being baptized by the Holy Spirit is HOW we obey the resurrection of Jesus Christ.
it is the infilling of God's Spirit. if we don't have God's Spirit inside us, we CANNOT be raptured ....
"if the Spirit of him that raised up Jesus from the dead dwell in you, he that raised up Christ from the dead shall also quicken your mortal bodies by his Spirit that dwelleth in you." (rom. 8:11)
it is ESSENTIAL for salvation. it is the 3rd step of being born again.
1st - you must repent - be heartfully sorrowful of all your sin ... the Bible calls it godly sorrow. turn away from your sinful life & live for God.
2nd - you must be baptized (immersed) in Jesus' name (not "in the name of the father, son & holy spirit". these are titles. titles have no power to remit sin. only Jesus' name can do that.)
3rd - receive the infilling of the Holy Spirit w/ the evidence of speaking in other tongues (languages). (acts 2:4, john 3)
the apostles peter said to be saved you must ...
"Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.
For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call." (acts 2:38-39)
Jesus said 3 times in John 3, you MUST be born again ....
"Except a man be born again, he cannot see the kingdom of God."
Jesus called it the rivers of living water ....
"He that believeth on me, as the scripture hath said, out of his belly shall flow rivers of living water. (But this spake he of the Spirit, which they that believe on him should receive: (for the Holy Ghost was not yet given; because that Jesus was not yet glorified.)" (john 7:38-39)
Jesus said .....
"I am the resurrection, and the life: he that believeth in me, though he were dead, yet shall he live" (john 11:25)
the apostle paul said, " ...forbid NOT to speak with tongues.
(1 cor. 14:39)
"I thank my God, I speak with tongues more than ye all" (1 cor. 14:18)
find an apostolic church ... they will help you receive the Holy Spirit.
after repenting, you lift your hands in submission to God & praise Him for His goodness, mercy & love.
He has promised you HIs Spirit, so BELIEVE you will receive it.
believe in your heart w/o doubting & know He will fill you.
you will begin to speak in a language unknown to you.
this is evidence of God's Spirit that has indwelt your body. (act 2:4)
don't be deceived in thinking all you have to do to be saved is "believe".
scripture says the devil believes, but is he saved?? no.... why??? b/c he has not OBEYED the death, burial & resurrection of Jesus Christ.
if you believe in something enough, you will have faith to act.
Jesus said, my people perish for lack of knowledge. (hosea 4:6)
the method of salvation has NOT changed.
it remains the same to this day.
don't be one who perishes for unbelief or lack of knowledge.

First we learn how to spell "baptized", then we go to church and ask the preacher or the priest, and not the people at Yahoo Answers.
