Using the BMI (Body Mass Index), a normal BMI count should be between 18.5-24.9. For a person who is 5'3", that means a "normal" range is between 105-140 lbs (approximately). However, this method is only vague and generalized...it doesn't take into account your bone structure (small/medium/or heavy bone structure...and bone weighs more than fat) or fat vs. muscle (muscle weighs more than fat as well). So if you were 140, according to the BMI index you would be within the normal range...but if you were 140 due to FAT, then you would not be healthy at all. 120-130 would be closer to the "perfect range" for someone of that height (again, taking into account differences in fat, muscle and bone structure).

Between 120 lbs- 140lbs will keep you in a healthy BMI (Body Mass Index).
