Blue is associated with Italy because it was once one of the livery colors of the royal House of Savoy.
Of course, during the Renaissance, Italian artists usually clothed the Virgin Mary in blue. Then again, they also painted the Devil blue to symbolize the coldness of being distant from God.

I couldn't find anything about the colour blue link with Italy other than the fact that azure is their national colour, I think its something to do with peace. I did find this other information for you though,
