It most cases, any car accident where there is damage to either vehicle in the amount of $1000 or more, requires a police report (and subsequent sticker on the car) in order to put through an insurance claim and get it repaired.
I know here, the Police suggest if you have a minor accident to pull off to a side street or parking lot so that you don't block moving traffic and call them so that they can make an assessment.

In a routine fender bender with no injuries it generally isn't required but some states do require you to call the police over any accident. More than likely unless injuries are involved though you won't need it. I ran a small business and I required my guys to call the police anytime they were involved in an accident just because of the potentil liability and the ever changing story of the accident victims.

The requirement to file a police report is based upon state law. If there is a death or any claimed injury a police report is mandatory in all states. Otherwise there is a property damage threshold that must be exceeded before a police report is mandatory. That threshold varies from state to state.

You might be penalized if you mention this to your insurance company. If it really is just a bump, see if you can take care of it with the "bumper" personally, instead of making it an insurance claim. Just to play it safe and protect yourself, along with all the written information you need to exchange, be sure to also take several photos of the damage. I always keep a disposable camera in my glove compartment for emergencies.

Depends on where you live. Illinois now requires a police report on EVERY accident, even if you are the only car involved.
