If I am parking and some one is turning right and uses the same space ,who has the right of way?

That would assume that you are turning left. Traffic turning left yields to all other traffic, so it's the other guy's space.

Whoever gets it first. It isn't worth causing an accident or getting shot over. Yes, people have been shot over "ownership" of a parking space.
