I think there has to be at least one witness that saw the dog do it before you have to pay. If your neighbor can't prove it was your dog (as in, are there other dogs that run the neighborhood) then I don't see how she can make you pay for it. She should have covered her car before she left anyway.
If the scratches aren't bad, some of those coverup waxes might help buff them out. Offer to rent her a buffer to fix it and call it even if you think your dog did the offense. If it works, great. If not, have her prove it if you aren't sure your dog did the deed. If the scratches aren't fixable by buffing and no one is sure about anything, have the matter settled in court with no hard feelings on either side regardless of the verdict.

A scratched car shouldn't amount to too much to fix money wise, but if you don't pay, things could get really nasty between you and the neighbor. Just say you're sorry and offer to pay for it( even if you don't think it was you) if it's little. If the bill adds up to a little more then you'd expect, just say that you'll pay half, since it IS possible that it was your dog.
Keep things friendly and it shouldn't become an issue. Remember, you have to see your neighbors almost daily, so the better you get along with them, the better you'll feel at home.

The dog cannot answer for you, but you are responsible for the dog. If it is possible and there is no doubt judging by the markings on the car, it is in your best interest to try to settle with her in some way to keep the peace. Only if it is apparent that it was your dog.
Some people like to collect for damage on their car, but never intend to repair it. they are glad to accept the claim from the insurance company because they feel victimized by a large company all their lives. They don't really want you to pay, they just want someone to pay out and use the money to "party". This happend to me 3 years ago.
Can you beleive that this happens in our society?

It sounds like she is just trying to get money from you. I would let her take you to court. Have the place that you would have had it done write up an estimate for court. Anytime you talk to her, make sure you have another adult with you for proof of what is said. I would also make sure to take pictures, she may decide to make them worse for court. You can also send her a formal letter stating that you can get her car fixed at (insert place) for (insert dollar amount) and that if she keeps refusing to let you get it fixed then she is releasing you from liability. Make sure you get the letter notarized and it would be a good idea to send it so that she has to sign for it, and only she can sign no one else. If she can find a place that isn't her friend's or son's place, and it is cheaper than their estimates. Tell her to get it done and only give the money to the place that painted the car and get a receipt.

If no one saw it, I don't think you'll have to pay. That could have happen by any dog or even a cat.

It depends on your relationship with your neighbor. If your neighbor is a compulsive lier then I would not pay, however if you have no reason to question your neighbor, I would at least offer to pay for SOME of it.

I'd tell your neighbor to go pound sand. If she didn't see it happen, and nobody else did for that matter then you owe her nothing.
Next time don't let your dog roam around unattended.

If your neighbors can't prove it, then they can't charge you. But depending on your relationship with your neighbors, you may want to offer them a small amount of money, just in case.

Is there other dogs or cats in your neiborhood. It could be from them. If not, offer to pay half. If he or she want more than tell them they have no proof it was your dog. Just try to keep it civil.
