It depends how mature you both are and how long you have known each other, also how well your relationship is going in some places; for instance, you know when it's not real when your relationship is clearly going down the drain but you refuse to admit it......I think I'm in love, but I'm not sure yet--- I still say it anyway
But in my opinion, the longer you are with someone without loving them for sure, once you ARE sure and you tell them, it's more special than if you said it from the start

I think you can have strong feelings for someone, but I don't think at 15 you can say you're in love. Too many hormones raging to decide between lust and love.
