Actions without understanding the cause of the problem always create unintended negative consequences.

To reduce pollution that destroys the ozone layer, the Kyoto protocol, under the Clean Development Mechanism paid poor countries to cut green house emissions. One of the pollutants, HFC 23 was targeted for reduction under this program.

What happened is that the poorer countries INCREASED their production of this ozone depleting gas because they could claim more carbon offsets and get more money – to the tune of $5BILLION per year!

The same is true with deforestation. Kyoto pays countries for planting trees, so first they cut down existing old growth forest in order to get the money to replant these forests they cut down! Deforestation is very profitable under Kyoto!

We creat more problems guessing. We need to know first!

TC T is quite incorrect. Their isn't any correlation between the Ozone depletion and burning of fossil fuels like Oil and Coal. If that have been real maximum existence on earth does no longer exist in any respect. Ozone depletion is using CF-C's in foaming brokers, and propellants. CFC-12 become the the 1st CFC used a refrigerant and become extensively used it cooled issues very nicely cool, and additionally because of the fact it is inert (meaning it is non-poisonous to breath in). yet what scientist have been looking out interior the 70's and 80's become that CFCF-C'sere breaking down O3 that's the ozone layer, which does a super job in blocking off risky UV-A and UV-B radiation waves. How this got here approximately become that a number of those CFCF-C'sntered the ambience and can finally attain Antarctica (because of the fact there is infrequently any winds down there to push out the CFCF-C'sso the CFCF-C'stayed there and depleted the Ozone layer down there. for this reason the floor maximum cancers fee is so severe interior the southern hemisphere.

I hate to bring up a sticky point, but these problems you speak of have nothing to do with understanding the causes of a problem. it seems, from what you typed (and I didn't follow the links) that there was nothing wrong with the science or the understanding of the causes. what is wrong is that people are ignoring the best interests of the world and the legitimacy of the science and the understanding of the causes in favor of easy money, which is nothing new and does not in any way reflect on the validity of the goals set by Kyoto. it's not a problem with the ecology, it's a problem with the economics.
for the sake of money people have perverted a good thing. the problems were not created by "guessing" they were created by greed.

Countries may produce many negative conditions towards our ozone indeed. However, to identify the countries that produce the most amount of polluting emissions, you must consider the technology in particular countries. Countries such as Nepal produce small amount of pollution due to its small amount of machines. Elevations also matter in global warming. Nepal is a very-elevated country, for example. Therefore, the pollution produced there affects that current country's people quickly. This is due to the height in the atmosphere that this country reaches. Pollutants accumulate in our atmosphere.

And do not forget how the multi-billion dollar budget of AGW alarmists are driving entire nations to deplete their agricultural resources to make moonshine to burn in their automobiles in the quest for an alledged carbon neutral energy budget.

I agree with you..China and India don't care about the environment..and we are the only country that requires emission controls on our vehicles..the other countries need to follow our example instead of blaming us
