Well, in theory those are for designated drivers, or the person who has a drink and waits an hour.
But this will blow your mind, here in New Orleans we have Drive- tru Bars, not liquor stores, but BARS! Daiquiris to go!!

Bars have parking lots for people to park their cars in. It's not illegal to drink and drive. It's illegal to drink too much and drive. People can go and have some drinks over time and not be over the legal limit. Also, people can go in groups and one person can limit his or her drinking and drive everyone.

Interesting question. I want to ride this slippery slope by wondering what would happen if parking lots were eliminated and instead of individual vehicles, bar patrons were required to take some sort of "drunk bus" to and from bars...
The stops would probably be littered with drunk people passed out on benches and the ground. I suppose if you do it enough times, you probably don't want to go to work or school smelling like the dirty drunk who passed out next to you and his urine...
Maybe we should eliminate parking lots at bars...

so as which you will get there. you will understand you're in a reasonably risk-free society once you spot vehicles parked on the bar in one day-- meaning that the vendors cabbed abode. that's effortless at my community bar. yet yeah, inebriated using remains a brilliant concern, and often times people who're below the effect do in basic terms no longer think of roughly it in the previous hopping in the automobile and heading out. Spring for the cab fare or call a relative-- that is far extra well worth it than a DUI, single automobile twist of fate, or worst of all, killing various of harmless human beings.
