well it could stay docked instead of going out to sea

Yes, the ship will leave port and go out far enough that it can open its casino. The ship will just cruise around slowly for the night and then dock the next morning.

If the ship stayed in port the cruise line would have to pay extra port charges and the ship could not open the casino.

One night cruises ( i've been on several) dont' necessarily just go out to see and not travel anywhere. Some do however. yes the casino opens up when you get out to sea. its a nice night away and you get to see a show. Try it , you will have FUN!
