Mostly it is a reference to "sheep and goats" taken to an extreme.
Jesus mentions that on Judgment Day, He will seperate the "sheep from the goats", and since "sheep" is often used to describe followers of Christ, "goats" is assumed to refer to those that don't, ergo goats are the unredeemed.
The unredeemed are sent to hell, where Satan dwells. So Satan gets associated with goats.
Also, the Jewish tradition of the "scapegoat" was for the priest to place the sins of the nation of Israel on a goat. So that could be another reason why (goat = sin = Satan).

The iconic image of the devil as a horned man with cloven hooves comes from a combination of Pan, a horned god with hooves, and the Celtic green man. This was done by the catholic church to further vilify the religions they were taking over. Although, I personally have not heard of goats in particular being satanic.

Good question. Maybe it is because goats are used in rituals of sacrifice. And blood and death is associated with satan.

because of the Pagan belief in Pan, who is represented as half man, half goat with horns playing a lute, as they were trying to destroy the pagan beliefs, they used the symbolism of the pagan gods as devils or demons to drive people away from those beliefs. blessings
