The hand break works but very poorly. It doesn't fully keep the car from rolling down a hill, I have to put blocks under the tires, anyone know if i Need to replace a break or clean it or what?

dont waste you money taking it to a shop they'll take you for everything you got, anyway first remove the rear wheel and rotor and see how the rear break shoes are doing (yes it has shoes and caliper breaks dont belive me take off the rotor) if they have thinned out you will need to replace the shoes since they are the E brake if they are oK check the center console tunnel compartment there is a screw you can tighten to adjust the hand brake there look hard its not easy to find but its there

The hand brake mechanically engages the rear brakes on your car, so it might be that you need to have the rear brakes looked at.

Your front brakes provide most of your braking power, so you might not notice any problem stopping.

Otherwise, it might need a new cable going from the hand brake, or some other part may have gotten bent or damaged.

Unfortunately if you take it to a volvo repair shop it is going to cost you an arm and a leg (and maybe one of your testicles), but since it is a fairly straightforward problem you might be able to find a mechanic to look at it for you.

you need to take it to a shop and have them check it out real good,it could just be a cable that has stretched out over the years or the back brakes which is the e-brake may need replacing,if ts just the back brakes its not going to cost that much,the cable can be adjusted also,to compensate for the wear on the brakes so that it will hold the vehicle on a hill,good luck on it.

for access to the park brake cable adjuster remove the ash trey at the rear of center console [back seat ash trey] while you may have a shoe problem [inside the "bell" of rear rotors] usually only a periodic adjustment is necessary for continued effectiveness---dirk is correct
