If you are just trying to read Chinese characters on your PC (as in a word document, text file, etc) then Vista already comes with Eastern Asian character support, and you shouldn't have to do anything.

If instead, you are try to get your display options for your computer to come up in chinese (ie all your menus are in Chinese), then you need to have to have Windows Vista Ultimate. If you do, the language packs should have come in a download via Windows Update (if not try running Windows Updated). Then just go Start>Control Panel> Change Display Language, and use the drop down menu to select Chinese (Hong Konk S.A.R. or Simplified).
