Conscription or Draft. The draft is a selection process. Everyone of a certain age and gender must register but a selection board actually picks the people who must serve. A country like The Republic of Korea for instance simply says everyone of a certain age must serve. The is no selection process there is simply compulsory enlistment at a certain age.

Draft - some people are selected ("drafted") to serve in the military for a certain purpose at a certain time (i.e., big war going on at that point).

Conscription Service - all people (or all people of certain qualifications, say, all healthy 18 year old males) no matter what is going on in the world or country at that time, must serve in the military for a certain legnth of time.
